A. Introduction

It is HKUST policy to ensure that employees and students who are engaged in potentially hazardous operations receive both general and job-specific safety training prior to conducting these operations. Each department will establish a management scheme to implement this policy. Each supervisor will evaluate the nature of the work and will determine what safety training is needed for employees and students under his/her supervision.

General safety courses listed below cover a wide variety of safety issues. In addition to assigning employees and students to attend these courses, supervisors shall also provide job-specific safety training to ensure the safe performance of potentially hazardous operations.

B. Types of General Safety Courses
1. Mandatory Courses
These courses provide training which are required by government regulations or university policy. Departmental management must ensure that concerned personnel. shall attend the relevant courses.

Participants have to sit for an examination at the end of the class. Certificates will be issued to those who pass. Those who fail will have to re-take the class.

2. Discretional Courses
These courses cover safety issues for which there is no legal requirement for training. They are intended to provide information on commonly accepted practices, and to raise safety awareness of concerned personnel. Departmental management should evaluate course contents and work or study assignment to determine whether their staff and students should be required to take these courses.

In addition to courses listed below, HSEO also provides customized general safety training upon request by departments or units. Please contact HSEO for details.

C. Frequency of Offering
  1. Mandatory courses are regularly offered at the beginning of each semester. Additional classes will be offered on an as-needed basis.
  2. The "computer-based Training" is available all the time at the computer barns.
  3. Discretional courses and customized training programmes are organized on an as-needed basis.

D. Enrollment Procedure
  1. Regular offering of mandatory courses The date, time and venue will be announce at the beginning of each new semester through all-staff e-mail. Supervisors please ensure that students under your supervision are also aware of the information. Enrollment can be made by individual, or through the Departmental Safety Officers (DSOs).
  2. Discretional Courses, Customized Courses and Additional Offering of Mandatory Courses Requests should be made through the DSOs. Once the request is processed, course details will be provided to the requesting party.

F. Description of Courses
Mandatory Courses
1. Radiation Safety with Unsealed Radioactive Materials (MC01) 2.5 hours
This course covers general radiation safety, regulatory requirements, HKUST radiation safety policy and precautions in handling unsealed radioactive materials.
This course is mandatory for all personnel who work with unsealed radioactive materials.
2. Radiation Safety with Sealed Radioactive Materials and Irradiating Apparatus (MC02) 2.5 hours
This course covers general radiation safety, regulatory requirements, HKUST radiation safety policy and precautions in handling sealed radioactive sources and irradiating apparatus.
This course is mandatory for all personnel who work with sealed radioactive sources and irradiating apparatus.
3. Chemical Safety II / Hazardous Waste Management (MC03) 3 hours
This course covers regulatory requirements, HKUST waste management policy, technical issues and disposal of hazardous wastes.
This course is mandatory for all hazardous waste generators.
4. Laser Safety (MC04) 2.5 hours
This course covers classification of lasers, potential beam and non-beam-related hazards of laser operations and the safety management of these equipment.
This course is mandatory for all Class IIIB and above laser operators.
5. Pressure Safety (MC05) 2.5 hours
This course describes potential hazards, safety measures and procedures for operating different types of pressure systems (boilers, air receivers, gas cylinders, pressure vessels, hydraulic systems etc.) in HKUST.
This course is mandatory for those who work with gas-pressure systems >150 psi and liquid-pressure systems >1,500 psi. Compressed gas cylinders safety is also covered in the "Chemical Safety for Laboratory Users" course. Personnel whose assignments involve gas cylinders as the only pressure system can be exempted if they have completed the captioned course.
6 Biological Safety (MC06) 3 hours
This course covers the classification of biological hazards, control categories such as Biological (BSL) 1,2,3 and 4. It also addresses topics of sterilization and disinfection, biological waste treatment, etc.
This course is mandatory for personnel who work with pathogenic microorganisms of class II and above.
7. Chemical Safety I / Chemical Safety for Laboratory Users (MC07) 3 hours
This course provides a comprehensive review of chemical safety issues. It also discuss HKUST emergency procedures, the classification, quantitation, description and control of chemical hazards encountered in the workplace. 
This course is mandatory for staff and students who work with hazardous chemicals.
8. Chemical Safety for Operational Staff (MC08) 2 hours
This course is designed to familiarize maintenance staff with the hazards and safety precautions in handling pesticides and housekeeping chemicals.
This course is mandatory for FMO operational staff and contractor who work with hazardous chemicals.
9. Respiratory Protection (MC09) 2 hours
This course covers the availability of various respiratory protective equipment, their use and limitations and regulatory requirements related to their use and maintenance. 
This course is mandatory for personnel who use respiratory protective equipment.
10. Self-contained Breathing Apparatus (SCBA) (MC10) 5 days
This five-day course is conducted by the Fire Services Department at their training centre. It covers the use, limitations and maintenance of self-contained breathing apparatus (SCBA), and provides training practice in various conditions such as entry into smoke filled rooms and confined spaces.
This course is mandatory for all SCBA users.
11. SCBA Refresher Course (MC11) 2 hours
This course is designed to refresh (three times a year), SCBA users on the use and maintenance of the apparatus.
This course is mandatory for continued approval to use SCBA.
13. Confined Space Safety for Certified Worker (MC13) 8 hours
  Confined Space Safety for Certified Worker (Refresher Course) (MC13A) 4 hours
14. Confined Space Safety for Competent Person (MC14) 14 hours
  Confined Space Safety for Competent Person (Refresher Course) (MC14A) 7 hours
 
Discretional Courses
1. Standard First Aid (DC01) 30 hours
This course is conducted by St. John/Red Cross.  It covers emergency action principles, including management of fractures, splints, shocks, bleeding and cardiopulmonary resuscitation.  At the end of the course, an examination will be held to qualify candidates to become certified fist aiders.
This course is intended for representatives of each department.
2. Cardiopulmonary Resuscitation (CPR) Training  (DC02) 3 hours
This course is conducted by St john/Red Cross.  It covers theory and practice in training for "one rescuer CPR" and obstructed airway clearance.
This course is intended for representatives of each department.
3. Fire Safety and Fire-fighting Equipment (DC03) 3 hours
This course covers the causes of fire and describes the corresponding safety measures and procedures for fire prevention.  It also familiarizes employees with the use of various types of fire-fighting equipment.  It includes classroom instruction and field demonstration/practice. 
This course is intended for representatives of each laboratory and office.
4. Electrical Safety (DC04) 2 hours
This course is designed to provide a comprehensive understanding of the dangers of electricity (including high voltages) and common electrical hazards; and to provide basic knowledge on safety measures and procedures to prevent accidents. 
This course is intended for technical and operational personnel who have frequent exposures to electrical hazards and therefore require a better knowledge on the subject.
5. Safety in Undergraduate Chemistry Laboratory (DC05) 3 hours
This course provides an overview of safety in the undergraduate laboratory.  It describes safety work practices, common chemical hazards and HKUST emergency procedures.  A demonstration of emergency equipment and facilities is provided. 
This course is intended for undergraduate student attending chemistry laboratories.
6 Safety for Laboratory Maintenance Personnel  (DC06) 2 hours
This course is designed to familiarize maintenance staff with the hazards associated with working in laboratory and the safety measures that should be followed.
This course is intended for FMO maintenance staff and contractor who provide maintenance in laboratories.
7. Industrial Toxicology (DC07) 2 hours
This course defines and explains in detail toxicological terms and concepts and delineates the specific organ system of the human body affected by toxic industrial materials.  It also discusses many toxic industrial materials and describes their specific effects on the human body.
This course in intended for personnel who work with toxic chemicals.
8. Safety with Non-ionizing Radiation (DC08) 2 hours
This course covers the physical properties, health effect, control measures and exposure limits for non-ionizing radiation such as microwave and magnetic fields.  General appreciation of the hazards and control measures are also discussed.
This course is intended for personnel who work with non-ionizing radiation.
9. Safety and Health in the Office Environment (DC09) 2 hours
This course addresses health and safety issues in the office environment including trips and falls, electrical hazards, etc.  Particular emphasis will be placed on proper workstation design and posture to prevent musculoskeletal strain.
This course is intended for office workers.
10. Employee Safety Orientation (DC10) 1 hour
This course is designed to familiarize new employees with safety and environmental protection requirements on campus.  It also discusses the services offered by HSEO.
This course is intended for new employees.
11. Student Safety Orientation (DC11) 1 hour
This course is offered to new students; it provides a general summary of safety issues on campus.
This course is intended for new students.
12. Issues in the Student Dormitories (DC12) 1 hour
This course is designed to familiarize new student dormitory occupants with safety issues such as fire safety, electrical safety and emergency response, etc .  It serves as a supplement to the safety information provided in the hall handbook. This course is intended for new student dormitory occupants.
13. Safety Orientation for Laboratory Users Safety (DC13) 1 hour
This is a multi-media computer-based training which covers potential laboratory hazard, control measures, requirements for specific hazardous operations, special features of HKUST laboratories, emergency procedures and lessons learned from previous laboratory incidents. 
14. NFF Users Safety (DC14) 1 hour

15. Basic Confined Space Safety (DC15) 2 hours
This course is designed for workers who work in confined spaces. It covers use of proper personal protective equipment, testing of the atmosphere for toxic and flammable gases and emergency procedures.
This course is mandatory for all personnel who work in confined spaces.
